What this actually is
The 'robot uprising' framing is wrong, but the underlying concern is real and much more boring: cheap autonomous drones are now decisive on battlefields, and the human-in-the-loop requirement is being quietly relaxed because electronic warfare jams the link to the operator.
Once terminal guidance is autonomous, the weapon selects its own target. Attribution becomes difficult, the cost of an attack collapses, and non-state actors gain capability previously limited to states.
Talks at the UN Convention on Certain Conventional Weapons have run for over a decade without a binding instrument. Manufacturing capacity, not law, is currently the limiting factor.

Direct military exposure is minimal. The realistic NZ concern is drone incursion over critical infrastructure, ports and airports, and the security of automated systems in agriculture and logistics. NZ has supported international efforts to regulate autonomous weapons.
