Background
What this actually is
Primary industries make up the large majority of New Zealand's goods exports. Foot-and-mouth disease has been modelled by Treasury and MPI as a multi-billion-dollar event that would close export markets immediately and require mass culling.
Other live threats include brown marmorated stink bug, fruit fly, myrtle rust, and the ongoing Mycoplasma bovis response — the last of which showed both that eradication is possible and how much it costs.
Pathways are cargo, passengers, mail and natural dispersal from Australia. Increasing trade and travel volume increases interception load on a fixed border system.

This is the threat where New Zealand's remoteness is a genuine and defended asset. It is also the one where individual behaviour matters most directly: undeclared food and outdoor gear in luggage are real vectors. Kauri dieback and myrtle rust show how quickly an established incursion becomes permanent.
